Agent enrollment

Agent runtime inventory and agent trust enrollment are different surfaces.

The navigation-level Agents view is for runtime inventory, activity, and operational status. This enrollment surface is narrower: it controls pairing approvals, signature enforcement, and which agent identities are trusted to enter the workspace.

Signature Enforcement

When enabled, actions without valid signatures are rejected (401)

Owner or admin access unlocks agent enrollment, pairing approvals, and signature enforcement changes. Members can still review the broader workspace setup from the other Settings tabs.
